No, apparently it's new policy. If you have certain kinds of names, Muslim sounding names, you can not open a bank account with a visit from the bank to make sure you really are who you say you are. NB: this was not for a loan, but just to open an account.
Now I will point out for sake of balance. This was S's understanding of the need for the 5 minute visit to her place of work. The bank doesn't put it that way.
